OST has an opening for a Senior Project Manager to manage a United States Coast Guard enterprise applications project in Kearneysville, WV. OST is a CMMi level 3 and ISO 9001-2008 certified company headquartered in Washington, DC.

This project will provide a full range of software engineering support required to design, develop, implement, operate, maintain, and enhance the Coast Guard & enterprise software applications which support the following product lines: Financial, Human Resources, Intelligence, Logistics, Operations, and Enterprise Information Services. This position will be located in Kearneysville, WV.

Requirements

• BS degree required, MS degree preferred in Computer Science, MIS or other related technical fields
• Management of $300 million government projects
• Project management
• Earned Value Management
• Highly technical project manager with experience managing large teams
• Demonstrated leadership ability with a strong commitment to mission and customer success
• Ability to effectively communicate in a multi-team environment with senior level Government staff
• Experience with all phases of software product development lifecycle (SDLC), including requirements definition, design, specifications, development, test, product release, and sustaining engineering
• PMP certification required
• Coast Guard service is a plus but not required

Responsibilities include:

• Overall program leadership with full responsibility including direct and indirect management of a staff of over 300 technical contributors
• Manage customer, partner, and management expectations
• Support of the business area operational and financial performance goals
• Budgets responsible for program profit and loss
• Monitors performance for assigned projects and generates reports for program management reviews
• Maintains programmatic documentation including SOWs, IPRs
• Supports all recruiting/staffing needs
• Ensures all program actions are CMMI Level 3 compliant
• Executes programs utilizing Earned Value Management Systems concepts (EVMS) as well as other company-wide business metrics that are generally found in a software development company
