Project Manager - Federal Client - 1 position available

The project manager will work closely with the Federal clients, users and stakeholders and lead/manage the work efforts of the current software development team providing Spectrum Engineering with automation of key business processes, engineering algorithms and frequency engineering models. The current effort focuses on migrating existing VB6 windows based application to a current technology .NET web based product. This effort covers requirements elicitation and analysis, software architecture and design, systems implementation, and V&V of product, modules and elements.

This project is operating as a CMMi Level-5 program and utilizes Rational Tools and organizational QA methodology. The project manager must provide on-site support to a major federal government client and ensure that the project goals are met within the established timeframe, budget, quality and customer satisfaction standards. The project manager will establish and implement the appropriate set of best practices ensuring the integrity and quality of all deliverables and services.

This is a highly visible and fast paced environment - the successful candidate will require excellent client management, conflict resolution and interpersonal skills, the ability to understand the client’s business processes, and be familiar with web-based systems development processes and technologies. Knowledge of the federal acquisition processes (FAR) is a strong plus.

Requirements

      • 5 -10 years of managing systems development projects with 8 or more team members
      • Understanding and applying Capability Maturity Model Integrated (CMMI), Software Development Life Cycle (SDLC) and project management best practices.
      • Implementing current technology software products and/or custom developed systems enterprise wide
      • Interacting with all levels of client and company management
      • Managing fast paced project execution preferably with federal clients
      • Excellent oral and written communications skills
      • Bachelor's degree in a technical or management discipline (Electrical Engineering preferred)
      • PMP certification from PMI (not mandatory but strongly preferred)
      • Prepare supporting documentation as required for successful integration with evolving organization initiatives
      • Electrical Engineering background
      • Business process engineering

Preferable to Have at Least Some of the following:

  • FAA Program/Project Experience
  • FAA Acquisition Management Understanding and Experience
  • Microsoft VB and .NET Software Implementation
  • Federal Systems Program Planning and Implementation
  • Technical Resource Management
  • Understanding and application of SDLC, and project management best practices.
  • Database Management Experience
  • CMMi Level 3 or higher process participation

Responsibilities include:

  • Managing successful, medium to large-scale custom application system development efforts through all phases, including analysis, design, programming, testing and deployment
  • Forming and supervising resource teams to accomplish required tasks.
  • Interfacing with Federal clients on an enterprise wide level
  • Working in a fast paced environments with aggressive schedules
  • Understanding and applying Capability Maturity Model Integrated (CMMI), Software Development Life Cycle (SDLC) and project management best practices.
  • Using Microsoft Project, or similar tools to track and maintain work breakdown structures and project schedules
  • Conducting earned value analysis
  • Creating and presenting status reports and project review presentations
  • Strong and proven time management, written and verbal communication, and interpersonal skills
  • Demonstrated success in forming effective customer relationships
  • Facilitating JAD sessions and joint work group sessions
